The aim of the initiative is to move miners to energy-surplus regions, the official said.

“We want to introduce a differentiated tariff for certain categories of consumers. That is, tariff differentiation is possible; to this end we will amend government acts to provide for it,” said the deputy head of the Energy Ministry.

Snikkars added that the new prices are likely to take effect as early as 2024.

Earlier, the media reported that the tariff increases would affect Buryatia, Zabaykalsky Krai and Irkutsk Oblast. There, a large share of mining data centres is located, which is already contributing to a shortfall in generation.

According to Konstantin Zaitsev, the head of the Irkutsk region government, the annual electricity consumption by legal mining in the region increased by 26% — from 674 MW to 850 MW.

He also said that the “grey” mining of cryptocurrencies in the region is shrinking and moving into the “white” zone. In addition, Irkutsk has set up work to identify miners illegally using residential tariffs.

In total, 1,968 addresses have been identified as cryptocurrency mining sites. The owners paid more than 1.3 billion rubles under a special rate.

“The Irkutsk region would very much like the Russian Energy Ministry to prioritise considering the Novo-Irkutskaya CHP for siting new generation, with a comprehensive decision to increase the plant’s installed electrical and thermal capacity,” added Zaitsev.

Earlier, the ministry calculated that energy consumption by cryptocurrency miners in Russia in 2023 reached 1.5 GW.

The bill regulating the sector was registered in the State Duma in mid-November 2022.
