{"id":80233,"date":"2023-06-15T10:10:37","date_gmt":"2023-06-15T07:10:37","guid":{"rendered":"https:\/\/forklog.com\/en\/?p=80233"},"modified":"2025-09-11T15:36:22","modified_gmt":"2025-09-11T12:36:22","slug":"financial-marketplaces-in-russia-cleared-to-issue-digital-financial-assets","status":"publish","type":"post","link":"https:\/\/u1f987.com\/en\/financial-marketplaces-in-russia-cleared-to-issue-digital-financial-assets\/","title":{"rendered":"Financial marketplaces in Russia cleared to issue digital financial assets"},"content":{"rendered":"<p>On June 14, the State Duma approved in a third reading a <a href=\\\"https:\/\/sozd.duma.gov.ru\/bill\/221502-8\\\">law<\/a> allowing operators of financial platforms to issue or exchange <span data-descr=\\\"digital financial assets\\\" class=\\\"old_tooltip\\\">DFA<\/span>. <a href=\\\"https:\/\/www.interfax.ru\/business\/906210\\\">Interfax<\/a> reported.<\/p>\n<p>\\n\\n\\n\\n<\/p>\n<p>Through such marketplaces, citizens can access banking and insurance services, services in the securities market, and also trade in financial instruments.<\/p>\n<p>\\n\\n\\n\\n<\/p>\n<p>At the same time, the law initially prohibited operators of financial platforms from combining these activities with providing services of a credit institution, except for the trade organizer, depository, registrar, or operator of an investment platform.<\/p>\n<p>\\n\\n\\n\\n<\/p>\n<p>The new law lifts the prohibition on the combination of activities by the information-system operator in which DFAs are issued and by DFA exchange operators.<\/p>\n<p>\\n\\n\\n\\n<\/p>\n<p>Another novelty of the law allows bond issuers and persons acting on their behalf to purchase bonds via financial platforms.
