The <a href=\"https:\/\/apnews.com\/article\/technology-science-oddities-israel-massachusetts-11b4dc6e42afd2d68be28dedf86fd25a\" target=\"_blank\" rel=\"noopener nofollow\" title=\"\">Associated Press<\/a> reports this.<\/p>\n<p><iframe loading=\"lazy\" width=\"329\" height=\"586\" src=\"https:\/\/www.youtube.com\/embed\/OHa1w2wtlt8\" title=\"This Speech Read on the House Floor Was Generated by ChatGPT\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe><\/p>\n<p>The hearing concerned a bill to establish an American-Israeli AI center. According to the congressman&#8217;s office, this is the first time in history that a speech generated by an algorithm has been spoken on Capitol Hill.<\/p>\n<p>Auchincloss said he asked ChatGPT to write a two-paragraph text describing the advantages of opening the center. He had to refine the prompt several times to get the desired result, the congressman admitted.<\/p>\n<p>The legislator decided to read the algorithm-generated text to spur debate about AI, as well as its challenges and opportunities. According to Auchincloss, it is important not to let social networks outpace Congress&#8217;s response, avoiding a repetition of that scenario.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cI am the youngest parent in the Democratic caucus, and AI will be part of my life and could become a universal technology for my children,\u201d he said.<\/p>\n<\/blockquote>\n<p>The AI-generated text includes sentences such as: \u201cWe should collaborate with international partners [\u2026] to maintain the United States&#8217; leading role in AI research and development.\u201d<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThere were probably about a dozen of my colleagues in the chamber. I bet none of them knew that a computer wrote this,\u201d said Auchincloss.<\/p>\n<\/blockquote>\n<p>The congressman says that lawmakers and other officials should not reflexively be hostile to the new technology. However, they should not wait too long to craft regulatory acts, he added.<\/p>\n<p>According to the congressman, tech giants, smaller developers and universities should have equal access to cloud resources, data and cutting-edge algorithms.
