The documents <a href=\"https:\/\/www.parlam.kz\/ru\/mazhilis\/sent-to-the-senate\">\u043d\u0430\u043f\u0440\u0430\u0432\u044f\u0442 \u043d\u0430 \u0441\u043e\u0433\u043b\u0430\u0441\u043e\u0432\u0430\u043d\u0438\u0435<\/a> to the Senate.<\/p>\n<p>Cryptocurrency mining activities will be subject to mandatory licensing. Accreditation will be carried out in two categories:<\/p>\n<ul class=\"wp-block-list\">\n<li>Digital miners owning the relevant infrastructure \u2014 data centres meeting the equipment, location and security requirements;<\/li>\n<li>Digital miners \u2014 owners of equipment leasing racks in data centres and not claiming an energy quota.<\/li>\n<\/ul>\n<p>For mining pools, separate requirements have been introduced regarding the location of their server capacity on the territory of the country and compliance with information security rules.<\/p>\n<p>Miners will be able to acquire electricity only when there is a surplus and exclusively through <span data-descr=\"Kazakhstan Electricity Market and Capacity Operator\" class=\"old_tooltip\">KOREM<\/span>.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cFor this volume, price restrictions have been removed; trading will be conducted exclusively through market mechanisms,\u201d according to Mazhilis deputy Ekaterina Smyshlyaeva, <a href=\"https:\/\/ru.sputnik.kz\/20221207\/kak-v-kazakhstane-budut-regulirovat-mayning-kriptovalyut-30085997.html\">Sputnik \u041a\u0430\u0437\u0430\u0445\u0441\u0442\u0430\u043d<\/a>.<\/p>\n<\/blockquote>\n<p>The bills lay out taxation of cryptocurrency mining operations. It includes:<\/p>\n<ul class=\"wp-block-list\">\n<li>Corporate income tax for digital miners. Calculated based on the value of the product at the moment of receipt as a reward;<\/li>\n<li>Corporate income tax for mining pools on commissions earned for services rendered;<\/li>\n<li>Tax on capital gains for individuals when dealing in cryptocurrency;<\/li>\n<li>Corporate income tax (CIT) on crypto exchanges as economic entities (platforms are removed from the favourable tax regime of the Astana International Financial Centre (AIFC) for CIT).<\/li>\n<\/ul>\n<p>The issuance and circulation of secured digital assets is permitted only on specialized platforms after obtaining a special permit and with collateral. They are regulated analogously to securities.<\/p>\n<p>A ban on advertising cryptocurrency transactions is also planned.<\/p>\n<p>Currently, the circulation of cryptocurrencies and the operation of crypto exchanges in Kazakhstan are permitted only under the jurisdiction of the Astana International Financial Centre (AIFC).<\/p>\n<p>As reported in October, the bills regulating the issuance and circulation of cryptocurrencies within Kazakhstan were approved in the first reading <a href=\"https:\/\/u1f987.com\/en\/news\/kazakhstan-approves-crypto-regulation-and-mining-in-first-reading\">\u0432 \u043f\u0435\u0440\u0432\u043e\u043c \u0447\u0442\u0435\u043d\u0438\u0438<\/a>.<\/p>\n<p>In January, the Kazakhstan Power Grid Management Company <a href=\"https:\/\/u1f987.com\/en\/news\/miners-in-kazakhstan-cut-off-from-electricity-until-february\">cut off the power supply to mining farms<\/a>.
