This is confirmed by <a href=\"https:\/\/reestr.rublacklist.net\/ru\/record\/4906645\/\">monitoring data<\/a> from the civil society group RosKomSvoboda.<\/p>\n<p>According to the registry entry, the trading platform is alleged to have violated the law on dissemination of information.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/2tRoXP4chqsLJNnPh31C7wo24GpBF8-97VOsw0RwYCWvUCF2N4iam9VhjBiuCV7p66O34SCrcbytokXVsEnoiu2wmOjjg9GO8WCNHfPd8OGhz13c3TBan2uNTlrWbT7t7HSrMzgw1kZ59LcPmyP8gzpKq7PX_eRPofzHZEZgr8C7ziyzgfOloHUSNg\" alt=\"\u0412 \u0420\u043e\u0441\u0441\u0438\u0438 \u0437\u0430\u0431\u043b\u043e\u043a\u0438\u0440\u043e\u0432\u0430\u043b\u0438 \u0434\u043e\u0441\u0442\u0443\u043f \u043a \u0431\u0438\u0440\u0436\u0435 OKX\"\/><figcaption>Data: Roskomnadzor.<\/figcaption><\/figure>\n<p>The head of RosKomSvoboda, Artem Kozlyuk, explained that the General Prosecutor&#8217;s Office is authorised to issue blocking orders for internet resources in three circumstances:<\/p>\n<ul class=\"wp-block-list\">\n<li>for distributing extremist materials;<\/li>\n<li>for distributing fake and unreliable information;<\/li>\n<li>by order of the Bank of Russia declaring the site fraudulent.<\/li>\n<\/ul>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cIn this case, it is not possible to say exactly which basis was chosen. But most likely this happened by decision of the central bank. In Russia, cryptocurrencies are not legalised, so Russian authorities and courts may take arbitrary decisions to block sites related to cryptocurrency as disseminating illegal information,\u201d said Artem Kozlyuk.<\/p>\n<\/blockquote>\n<p>He also confirmed that he cannot access the exchange&#8217;s site without a VPN.<\/p>\n<div class=\"wp-block-text-wrappers-update-2 article_update\"><time class=\"gtb_text-wrappers_update_time\">5 October 2022 | 15:10<\/time><span class=\"gtb_text-wrappers_update_head\">Update: <\/span><\/p>\n<p>Access to the OKX site is restricted for disseminating inaccurate information of public financial significance, the Roskomnadzor press service said.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe site published information related to the activities of financial pyramids, as well as information about providing financial services by persons not authorised to provide them under Russian law,\u201d the agency explained in a comment to <a href=\"https:\/\/www.rbc.ru\/crypto\/news\/633d6b1e9a794709a64073dc\">RBC<\/a>.<\/p>\n<\/blockquote>\n<\/div>\n<p>OKX community moderators on Discord clarified that, on its side, the exchange had not imposed restrictions on Russian users and continues to provide services to them in full.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe do not recommend using a VPN to access OKX, as this will trigger our risk controls and may lead to account suspension,\u201d said the exchange&#8217;s support representative in ForkLog&#8217;s commentary.<\/p>\n<\/blockquote>\n<div class=\"wp-block-text-wrappers-update-2 article_update\"><time class=\"gtb_text-wrappers_update_time\">5 October 2022 | 14:00<\/time><span class=\"gtb_text-wrappers_update_head\">Update: <\/span><\/p>\n<p>Artem Kozlyuk called the platform&#8217;s recommended refusal to use VPNs a &#8216;very odd&#8217; decision.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cVPN is used to protect users&#8217; communications. Its presence is especially important in case of restricted access to internet resources. Essentially urging users to weaken their network protections by the exchange&#8217;s support is a dangerous statement. We do not recommend users to abandon VPNs or other means of protecting their communications,\u201d he added.<\/p>\n<\/blockquote>\n<\/div>\n<p>The trading platform says it will publish an official statement on the situation in the near future.<\/p>\n<p>In late June Roskomnadzor <a href=\"https:\/\/u1f987.com\/en\/news\/russia-blocks-bits-media-a-crypto-news-site\">once again blocked the cryptocurrency news portal<\/a> Bits.media over a section containing an exchanger aggregator.
