Here, we lay out <a href=\"https:\/\/twitter.com\/brian_armstrong?ref_src=twsrc%5Etfw\">@brian_armstrong<\/a>\u2018s op-ed from <a href=\"https:\/\/twitter.com\/WSJ?ref_src=twsrc%5Etfw\">@WSJ<\/a>. <\/p>\n<p>A thread \ud83e\uddf5\u2026<\/p>\n<p>\u2014 Coinbase (@coinbase) <a href=\"https:\/\/twitter.com\/coinbase\/status\/1448743150743285783?ref_src=twsrc%5Etfw\">October 14, 2021<\/a><\/p><\/blockquote>\n<p> <script async=\"\" src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The initiative arose after <a href=\"https:\/\/u1f987.com\/en\/news\/coinbase-abandons-crypto-savings-accounts-plan-after-sec-threat\">the exchange&#8217;s decision not to launch crypto-savings accounts<\/a> due to concerns raised by the <span data-descr=\"U.S. Securities and Exchange Commission\" class=\"old_tooltip\">SEC<\/span>. Earlier, the regulator warned Coinbase of <a href=\"https:\/\/u1f987.com\/en\/news\/sec-threatens-coinbase-with-lawsuit-over-planned-crypto-savings-accounts\">possible legal action<\/a>. <\/p>\n<p>The clash prompted the company <a href=\"https:\/\/u1f987.com\/en\/news\/coinbase-to-propose-federal-framework-for-crypto-regulation-to-u-s-lawmakers\">to develop a plan for a federal regulatory framework<\/a> for consideration by US lawmakers.<\/p>\n<p>The finalised<a href=\"https:\/\/blog.coinbase.com\/digital-asset-policy-proposal-safeguarding-americas-financial-leadership-ce569c27d86c\"> Coinbase plan<\/a> offers a radical overhaul of US financial regulation and consists of four main pillars:<\/p>\n<ol class=\"wp-block-list\">\n<li>Regulation of digital assets within a new framework \u2014 the existing system does not work for decentralised networks. The new agency would support innovation.<\/li>\n<li>Appointment of a single regulatory body \u2014 the agency would need to establish a new process for registering digital asset marketplaces. A special self-regulatory organisation should also be created.<\/li>\n<li>Expansion of rights and protections for digital asset holders, including protection from fraud and market manipulation.<\/li>\n<li>Facilitating functional interoperability and fair competition \u2014 digital asset marketplaces should interact with products and services in the crypto-economy. This is a condition for fair competition, responsible innovation and developer support.<\/li>\n<\/ol>\n<p>The proposals are based on feedback from more than 75 meetings with lawmakers, industry representatives and the academic community.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cWe have concluded that there is little point in trying to transform any regulator due to the peculiarities of the technology underlying digital assets\u201d<\/em>, said Faryar Shirzad, Coinbase\u2019s Policy Director, according to <a href=\"https:\/\/www.theblockcrypto.com\/post\/120674\/coinbase-unveils-lobbying-push-for-a-brand-new-us-regulator-focused-on-digital-assets\">The Block<\/a>.<\/p>\n<\/blockquote>\n<p>According to the executive, the proposals would be referred to the SEC for consideration. Shirzad explained that they do not apply to Bitcoin and Ethereum (the Commission did not classify them as securities) and truly decentralised organisations. In the latter case, \u201cthere is nothing to regulate\u201d, he added.<\/p>\n<p>Coinbase proposed joining the discussion on the proposals on <a href=\"https:\/\/github.com\/coinbase\/digital-asset-policy-proposal\">GitHub<\/a>.<\/p>\n<p>Earlier, Gary Gensler&#8217;s September Senate testimony was described as an announcement of a \u201ccrusade\u201d against bitcoin exchanges. In it, he pledged to crack down on platforms that listed unregistered securities. <\/p>\n<p>A month earlier, the official <a href=\"https:\/\/u1f987.com\/en\/news\/sec-chair-calls-for-dialogue-with-bitcoin-exchanges\">urged crypto exchanges to engage in dialogue<\/a>.<\/p>\n<p>In October, Gensler stated that the Commission has no plans to ban cryptocurrencies, citing that this is the prerogative of Congress.
