This, according to<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-27\/china-plans-control-of-tech-algorithms-u-s-can-only-dream-of\"> Bloomberg<\/a>.<\/p>\n<p>The proposed measures prohibit \u201cencouraging dependency and excessive consumption,\u201d as well as any actions that threaten national security or disrupt social and economic order.<\/p>\n<p>Under the new rules:<\/p>\n<ul class=\"wp-block-list\">\n<li>Providers must offer users an easy way to view and delete the keywords used by the algorithm to profile them;<\/li>\n<li>Companies must disclose the basic principles of how recommender systems work, explain their goals and mechanisms in a \u201cconspicuous\u201d manner;<\/li>\n<li>Providers must delete keywords immediately upon the user&#8217;s first request;<\/li>\n<li>Companies cannot use algorithms for price discrimination based on users\u2019 preferences and habits;<\/li>\n<li>Providers must regularly evaluate algorithms to avoid intrusive behavior, excessive costs and other actions that undermine public order and morality;<\/li>\n<li>Providers are prohibited from using models to create fake accounts or manipulate rankings and search results, influence online discourse or evade regulatory oversight;<\/li>\n<li>Algorithms may not threaten national security, disrupt economic and social order, or infringe the lawful rights and interests of others.<\/li>\n<\/ul>\n<p>CAC will keep a registry of systems with \u201cattributes of public opinion or potential for social mobilization.\u201d Such algorithms must obtain regulator approval.<\/p>\n<p>The administration also plans to conduct security checks on providers of recommender systems.<\/p>\n<p>Violators face fines of up to 30,000 yuan ($4,600) and a ban on using algorithms.<\/p>\n<p>It is unclear how the regulator intends to implement the proposals or which firms will be affected.
