It is not clear, however, which department made such a proposal.<\/p>\n<blockquote><p><strong>\u201cIt\u2019s a new proposal we approved yesterday. We\u2019re working on it, though not too scrupulously. We supported it conceptually, but we\u2019ve yet to determine the amount.
