Russian authorities want to require telecom operators to provide Roskomnadzor (RKN) with subscribers’ personal data, and to force businesses to forward anonymised data about Russians to the state at no cost.<\/span><\/p>\n

\\n<\/p>\n

According to the draft government resolution<\/span><\/a>, Roskomnadzor could access a wide range of subscriber data \u2014 full name, date of birth, place of residence and passport number.<\/span><\/p>\n

\\n<\/p>\n

Operators would also be required to pass data about all calls and the subscriber’s voice, text and multimedia messages.<\/span><\/p>\n

\\n<\/p>\n

The explanatory note says the decree is aimed at tackling \u2018grey\u2019 SIM cards registered to front individuals and used for fraud.<\/span><\/p>\n

\\n<\/p>\n

In the Ministry of Digital Development, Communications and Mass Media of the Russian Federation \u0437\u0430\u044f\u0432\u0438\u043b\u0438<\/span><\/a> that Roskomnadzor would not have access to the contents of messages and calls and \u201cthe secrecy of communications will be observed\u201d.<\/span><\/p>\n

Representatives of MTS \u043d\u0430\u0437\u0432\u0430\u043b\u0438 \u0438\u0437\u0431\u044b\u0442\u043e\u0447\u043d\u044b\u043c<\/span><\/a> and noted that, some of it relates to the secrecy of communications<\/span>.<\/p>\n

\\n<\/p>\n

Lawyers also say that the data intended for Roskomnadzor are not needed by the agency to exercise its powers.<\/span><\/p>\n

\u201cInvestigating crimes against property, to which telephone fraud relates, is not within Roskomnadzor\u2019s remit. That is, I do not see any truly pressing reasons to hand over these data to Roskomnadzor specifically,\u201d said ForkLog partner at the Digital Rights Center, Mikhail Tretyak.<\/span><\/p>\n<\/blockquote>\n

\\n<\/p>\n

In addition, there are far less costly and more effective ways to combat phone scammers and \u2018grey\u2019 SIM cards, the lawyer noted.<\/span><\/p>\n

\\n<\/p>\n

He also noted that such data aggregation \u201cwill clearly lead to mass leaks.\u201d<\/span><\/p>\n

\\n<\/p>\n

In Tretyak’s view, the initiative may be an attempt to circumvent existing telecommunications secrecy laws, but \u201cthis time more careful than in the case of geolocation<\/span><\/a>\u201d.<\/span><\/p>\n

\\n<\/p>\n

The lawyer noted that Roskomnadzor \u201cwith a very high degree of probability\u201d, upon obtaining subscriber data, would immediately pass them to law enforcement authorities:<\/span><\/p>\n

\u201cIn the case of geolocation, the security forces were mentioned outright; this provoked a very wide outcry. Now, although they are the ones responsible for investigating fraud, they are not even mentioned, whereas Roskomnadzor is mentioned.\u201d<\/span><\/p>\n<\/blockquote>\n

\\n<\/p>\n

Additionally, the Ministry of Digital Development sent the government updated amendments to the law on personal data, writes \u00ab\u042a\u00bb<\/span><\/a>.<\/span><\/p>\n

\\n<\/p>\n

According to the document, \u201cpersonal-data operators\u201d may be required to provide anonymised data on residents of the Russian Federation to the authorities free of charge \u201cfor state and municipal administration\u201d.<\/span><\/p>\n

\\n<\/p>\n

The Association of Big Data Market Participants says this will significantly slow the development of the big data market and AI projects in Russia.<\/span><\/p>\n

\\n<\/p>\n

Last year Vladimir Putin approved the creation of a single federal population register.<\/span><\/p>\n
