This has been facilitated by a developed infrastructure, business-friendly regulation, and a startup ecosystem.<\/p>\n<p>\\n<\/p>\n<p>The purpose and other details of the meeting were not disclosed.<\/p>\n<p>\\n<\/p>\n<p>Telegram has had its headquarters in Dubai since 2017. In the same year Bloomberg <a href=\\\"https:\/\/www.bloomberg.com\/news\/articles\/2017-12-12\/cryptic-russian-crusader-says-his-5-billion-app-can-t-be-bought?sref=Y0jVLcFo\\\" target=\\\"_blank\\\" rel=\\\"noopener noreferrer\\\">reported<\/a> on Durov&#8217;s decision to relocate to the city.<\/p>\n<p>\\n<\/p>\n<blockquote>\n<p>\u201cMany people in the Western world do not understand how much taxes restrict their opportunities,\u201d said the founder of Telegram several years ago.<\/p>\n<\/blockquote>\n<p>\\n<\/p>\n<p>In 2013, Pavel Durov <a href=\\\"https:\/\/www.forbes.ru\/tehnologii\/385207-kak-zarabotat-27-mlrd-dollarov-k-35-godam-istoriya-pavla-durova\\\" target=\\\"_blank\\\" rel=\\\"noopener noreferrer\\\">acquired<\/a> citizenship of Saint Kitts and Nevis.
