{"id":33667,"date":"2020-12-19T10:04:30","date_gmt":"2020-12-19T08:04:30","guid":{"rendered":"https:\/\/forklog.com\/en\/?p=33667"},"modified":"2025-08-28T14:58:55","modified_gmt":"2025-08-28T11:58:55","slug":"us-treasury-proposes-verifying-users-of-bitcoin-wallets","status":"publish","type":"post","link":"https:\/\/u1f987.com\/en\/us-treasury-proposes-verifying-users-of-bitcoin-wallets\/","title":{"rendered":"US Treasury proposes verifying users of Bitcoin wallets"},"content":{"rendered":"<p>The Financial Crimes Enforcement Network (FinCEN) of the U.S. Treasury published a <a href=\\\"https:\/\/public-inspection.federalregister.gov\/2020-28437.pdf\\\" target=\\\"_blank\\\" rel=\\\"noopener noreferrer\\\">proposal regulating cryptocurrency transactions<\/a> conducted through users&#8217; own wallets.<\/p>\n<p>They could be subjected to the same requirements that already apply to transactions conducted by exchange users and other cryptocurrency services.<\/p>\n<p>If approved, when withdrawing cryptocurrency to a user-owned wallet from a centralized exchange, the recipient&#8217;s identity would need to be verified, and the exchange would be required to retain that data.<\/p>\n<div class=\\\"wp-block-text-wrappers-update-2 article_update\\\"><time class=\\\"gtb_text-wrappers_update_time\\\">23 August 2024 | 15:58<\/time><span class=\\\"gtb_text-wrappers_update_head\\\">Update: <\/span><\/p>\n<p>In August 2024 the U.S. Treasury withdrew the proposal regulating cryptocurrency transactions conducted through users&#8217; own wallets.<\/p>\n<p>In a commentary for CoinDesk, former acting FinCEN director Michael Mosier stated that the decision demonstrates the government&#8217;s willingness to work with the industry on aspects of innovation and risk management.<\/p>\n<\/div>\n<p>Heightened identification requirements FinCEN proposes applying to outgoing transactions of $3,000 or more. For transactions over $10,000, companies would be required to notify the agency directly. The regulator intends to ensure there is no way to circumvent the rule by breaking a transaction into multiple smaller parts.<\/p>\n<p>Public comments will be collected by January 4, 2021.<\/p>\n<p>According to the well-known expert Andreas Antonopoulos, this would hit exchanges and custodial wallets, which would have to do extra work and push users to take more steps.<\/p>\n<blockquote class=\\\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\\\">\n<p>&#8220;You will have to prove that the address belongs to you in order to withdraw to it. This year the threshold will be $3,000. Next year they will lower the threshold, even after adjusting for inflation. Over time all transactions will be controlled. Not your keys \u2013 not your coins, additional barriers. This will give them the ability to assemble a huge database of wallet owners, without relying on Chainalysis data, which are always probabilistic. Now the government will have a verified list of wallet owners,&#8221; commented The Block analyst Larry Cermak.<\/p>\n<\/blockquote>\n<blockquote class=\\\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\\\">\n<p>He called this an obvious attack on users&#8217; privacy, but noted that the proposal is not compatible with DeFi services and other protocols that cannot be subjected to KYC.<\/p>\n<\/blockquote>\n<blockquote class=\\\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\\\">\n<p>&#8220;I think users will withdraw cryptocurrency to an identified wallet, after which they will route it through Tornado Cash or another mixer, until that is banned as well,&#8221; added Cermak.<\/p>\n<\/blockquote>\n<blockquote class=\\\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\\\">\n<p>It\u2019s clearly an attack on users\u2019 privacy though and isn\u2019t compatible at all with DeFi and other protocols that you can\u2019t KYC. What I imagine will start happening is one tx to KYC\u2019d wallet and then one tx to Tornado Cash or other mixer to break the link.
