{"id":28984,"date":"2020-09-21T19:09:17","date_gmt":"2020-09-21T16:09:17","guid":{"rendered":"https:\/\/forklog.com\/en\/?p=28984"},"modified":"2025-08-27T14:26:30","modified_gmt":"2025-08-27T11:26:30","slug":"russia-seeks-to-ban-concealing-website-names-experts-call-the-bill-strange","status":"publish","type":"post","link":"https:\/\/u1f987.com\/en\/russia-seeks-to-ban-concealing-website-names-experts-call-the-bill-strange\/","title":{"rendered":"Russia seeks to ban concealing website names; experts call the bill &#8216;strange&#8217;"},"content":{"rendered":"<p>The Ministry of Digital Development of the Russian Federation has tabled a bill that bans the use on Russian territory of encryption protocols that allow hiding the names of the websites and pages being visited.<!--more--><\/p>\n<p style=\"margin: 12px auto 6px auto; font-family: Helvetica,Arial,Sans-serif; font-style: normal; font-variant: normal; font-weight: normal; font-size: 14px; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none; display: block;\"><a style=\"text-decoration: underline;\" title=\"View Draft Bill on Scribd\" href=\"https:\/\/www.scribd.com\/document\/476870569\/%D0%9F%D1%80%D0%BE%D0%B5%D0%BA%D1%82-%D0%B7%D0%B0%D0%BA%D0%BE%D0%BD%D0%B0#from_embed\">Draft bill<\/a> by <a style=\"text-decoration: underline;\" title=\"View ForkLog's profile on Scribd\" href=\"https:\/\/www.scribd.com\/user\/456422024\/ForkLog#from_embed\">ForkLog<\/a> on Scribd<\/p>\n<p><iframe loading=\"lazy\" id=\"doc_61553\" class=\"scribd_iframe_embed\" title=\"Draft bill\" src=\"https:\/\/www.scribd.com\/embeds\/476870569\/content?start_page=1&#038;view_mode=scroll&#038;access_key=key-HiOJIGSedIS4Yfrej77D\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7729220222793488\"><\/iframe><\/p>\n<p>In the explanatory note to the bill it states that its adoption \u201cwill have a positive impact on identifying internet resources whose dissemination is restricted or prohibited in the Russian Federation.\u201d<\/p>\n<p>It also designates concrete protocols \u2014 \u201cTLS 1.3, ESNI, DoH (DNS over HTTPS), DoT (DNS over TLS).\u201d<\/p>\n<blockquote>\n<p>\u201cAll of the above allows hiding the URL of the site the user intends to visit,\u201d said ForkLog\u2019s technical director Stanislav Shakirov of RosKomSvoboda.<\/p>\n<\/blockquote>\n<p>For violation of the ban on using such protocols, it is proposed to block the internet resources that use them \u201cno later than one working day from the day the violation is detected by the authority empowered to do so.\u201d<\/p>\n<p>The independent expert Alexander Isavin stressed that the general aim of most internet standards developers is to create protocols that protect the interests of the end user \u2014 for example, they hide activity from information intermediaries and malicious actors.<\/p>\n<blockquote>\n<p>\u201cIf these protocols are used, then DPI equipment and the like cannot determine where the user is going. That is what this law is designed for \u2014 to make the use of such things illegal,\u201d he says.<\/p>\n<\/blockquote>\n<p>According to the executive director of the Internet Defence Society, Mikhail Klimarov, implementing the bill is practically impossible:<\/p>\n<blockquote>\n<p>\u201cSimply because the protocols, as designed by their developers, are intended to conceal information. Now we sit and think about how the fact of using these protocols will be recorded? The answer is \u2014 none.
